| Effective and meaningful public policy depends on government fiscal policy--the actual political willingness to spend money and raise taxes. Much of the federal government's response to the Coronavirus has been through federal funding for state and local governments. This course examines the politics of federal budgeting and the role the budget plays in national economic policy making. Students will learn about the creation of the presidential budget, the politics of the Congressional budget process, tax policy, defense spending, social spending, fiscal federalism--the connection between federal and state governments, and the relationship between fiscal policy and the Federal Reserve's making of monetary policy. |

| Our Spring 2021 partner is the UVA Legal Data Lab who is working to launch a database of Virginia court records. We will undertake some initial analysis of subsets of this data to create a series of policy-oriented data stories to accompany the database platform. These will serve as examples of the types of research the court data enables, provide models of reproducible analysis, and be an educational resource for others wishing to use the data platform for analysis and advocacy. We are particularly interested in developing analyses that will help justice-oriented organizations and advocates understand how his data can be used to understand racial and other disparities in the criminal and civil judicial systems.

| The course is designed to engage students in a leadership and policy examination of the unresolved issues of racial equity and inclusion in the United States. Students will be challenged to further explore their own values, biases, and perspectives that frame their ability, actions, and knowledge to achieve optimal results and an effective collaborative spirit within organizations. The course analyzes and evaluates the social, cultural, political, economic, and interpersonal contexts of racism and power, which bear on current policies, institutional arrangements, and business strategies. Students will be introduced to 1) theoretical overviews of racism; 2) historical accounts and contemporary experiences; and 3) multicultural contexts and fundamentals of cultural competency. |

| Course provides an overview of multilateral environmental negotiations writ large. Though each treaty is unique, all must overcome similar problems to ensure a fair and equitable outcome – and deliver real benefits. Course considers the inner workings of the processes national governments use to address global environmental challenges. Students will gain extensive insight into the treaty-making process internationally and domestically. Lessons learned will have direct application to multilateral negotiations across multiple other issue areas, from human health to outer space.

| Class will examine issues that influence current U.S. national security policy and programs. Class lectures will be supplemented by military and civilian guest speakers from across the U.S. national security enterprise. Topics will include domestic security, emerging challenges from the weaponization of technology, U.S. - peer nation state competition, and the future of conflict among others. Students will gain inside perspective on the top factors that affect contemporary national security decision making across the USG.

| In this course, students will explore US mental health policy and critically analyze whether or not those policies are effectively addressing our Nation’s behavioral health needs. Beginning with the very first efforts to legislate in this policy area, continuing into current times, students will explore how the US Federal government has and does perceive mental illness, what impact science has had on various policy initiatives and why we still remain in a state of crisis. Topics to be explored will be but are not limited to; institutionalization versus community-based services, the impact of adverse childhood experiences, PTSD and the military, brain science and its impact on policy and practice, mechanisms of financing mental health services, our current opioid crisis, and of course COVID. We will hear from congressional staff and other national experts in the area as well as incorporate, when possible, congressional hearings and other relevant activities. Major mental health legislation is already being introduced for the Spring so it should be a very dynamic and exciting time! |
