 This experiential learning course will explore the history and latest innovations in financial inclusion, which has evolved as an industry from microfinance. We will examine financial inclusion from different levels (government, suppliers, consumers), different market segments (women, youth, refugees, entrepreneurs) and across many different country contexts to demonstrate that there is no ‘one-size fits all solution’. Students will gain skills at analyzing the financial diaries of low-income households in the U.S. and in developing countries, conducting field work to evaluate the formal and informal financial landscape in Charlottesville, and an entrepreneurship program at a local non-profit, designing client-centric solutions in response to the financial needs at the household and community level, analyzing data and case studies to develop policy recommendations, evaluating impact and the business case of financial inclusion while at the same time increasing their own personal financial literacy.

 This course takes an integrative or collaborative approach to the formulation of public policy to identify and address a problem that adversely impacts a local police department’s relationship with the community that it serves. Students will facilitate dialogues with police officers and residents to (1) name or identify a problem, (2) frame policy options to solve that problem, and (3) decide which policy option to select. This integrative method utilizes an asset-based approach to community, and leverages the action research model to involve members of the public with the police in a diagnostic, active-learning, problem-finding and problem-solving process. These experiences will allow students to learn about issues of power and privilege, to deconstruct stereotypes, to reveal and address implicit bias in working with members from the community, and to identify and engage public servants and community partners in formulating a policy that addresses a shared problem. In essence, students will be exposed to the challenges and benefits of action research efforts related to the co-creation of police policies and practices.

What do film and literature reveal about the definition of terrorism, its significance, and our reaction to it? This class takes popular culture as a jumping off point to a deeper understanding of why people adopt extreme views, often undertake violent acts in the name of those views, and what we as a society can do about it.

 Standard economic theory assumes that individuals are fully rational decision-makers; however, that is often not the case in the real world. Behavioral economics uses findings from lab and field experiments to advance existing economic models by identifying ways in which individuals are systematically irrational. This course gives an overview of key insights from behavioral science and identifies ways in which these findings have been used to advance policies on education, health, energy, taxation, and more. Additionally, this course will review how government agencies and non-profit organizations have used behavioral insights to improve social policy.

 What is terrorism? What are the causes of terrorism? What do terrorists want, and can they be thwarted? What policies salve the conditions that give rise to terrorism, and what counter-terrorism policies are most effective to combat this type of violence? Are civil liberties incompatible with counter-terrorism? These—and other controversial questions—will be the subject of this course. We will study theoretical works on terrorism, as well as histories of specific terrorist organizations from across the world. Included in the course are readings not only from journalists, historians, and policymakers, but also fiction writers. The goal of this course is to give students a well-rounded, comprehensive understanding of one of the most pressing national security issues of our time.

 This will be a unique course in which students will work on real problems facing the U.S. Department of Defense. Please note that this is essentially a workshop class - where students will spend many class periods meeting with one another and the instructor. Students will study not only the structures and processes of the various national security agencies but also will gain an understanding of “innovation” and what that word means in the context of public institutions and national security. The class concludes with a presentation of each group's solution to the DoD sponsors.

Past students have worked on housing issues for transgendered students, access for students with physical disabilities, wages for workers at UVA, paid internships for lower income students, social capital issues for lower income and first generation students, and inclusion and incorporation of students of color within the UVA community.
