The first half of the class explores institutions supporting elections include voting systems, electoral structures, information systems, funding, and civic education systems. The second half explores how elections directly and indirectly influence policy adoption, timing, and actor motivation. **This class will directly investigate policies that disproportionately impact people of color. | Nonprofit organizations in the United States play a critical intermediary role between government and citizens. They implement significant portions of social policy, they educate policy makers, and they execute government contracts, stepping into a role otherwise reserved for civil servants.
This class partners with the Adiuvans Foundation (http://www.adiuvans.org/) to study issues of affordable housing in the local community, assess the work of nonprofits in this space, and award $100,000 in grants to support efforts to make housing more accessible.
**This class will directly investigate policies and the selective implementation of policy that disproportionately impacts people of color. We will investigate what anti-racist policy would look like in form and in practice with respect to housing policy and our social welfare system. |

| "Terrorism," wrote the novelist Don DeLillo, "is the language of being noticed." So how does our culture "notice" extremist violence? How is terrorism portrayed in film and in novels? What do film and literature reveal about the definition of terrorism, its significance, and our reaction to it? This class takes popular culture as a jumping off point to a deeper understanding of why people adopt extreme views, often undertake violent acts in the name of those views, and what we as a society can do about it. |

| Why is climate change a hot button issue in the culture wars despite its scientific basis? What would it take to reach the Paris Agreement targets? What will the U.S. have to do to be "carbon neutral" by 2050? What roles to the Executive, Legislative and Judicial branches play in crafting a national policy? How have nations responded to date to the climate crisis? Will the U.S. withdraw from Paris or will it lead the way to an effective, global solution? Are negotiations among governments where action occurs? How do the press and NGOs influence things? Class is taught by a former State Department negotiator and co-chair of the Paris negotiations in 2015. |

| This course will consider the inner workings of the processes national governments rely on to address global environmental challenges. While the path to each environmental treaty is unique, all multilateral environmental treaty discussions must overcome similar challenges to ensure a fair and equitable outcome -- while also delivering real environmental benefits. The course provides an overview of multilateral environmental negotiations writ large. Students will gain extensive insight into the treaty-making process internationally and domestically, as well as into how multilateral environmental agreements are developed and implemented. Lessons learned will have direct application to multilateral negotiations across multiple other issue areas, from human health to outer space. |

| Why is health insurance reform so difficult? Should safety net programs have work requirements? This seminar studies social insurance and welfare programs from an economist’s perspective. Topics include health insurance, unemployment, Social Security, food stamps, and other programs. | What is terrorism? What are the causes of terrorism? What do terrorists want, and can they be thwarted? What policies salve the conditions that give rise to terrorism, and what counter-terrorism policies are most effective to combat this type of violence? Are civil liberties incompatible with counter-terrorism? These and other controversial questions will be the subject of this course. We will study theoretical works on terrorism, as well as histories of specific terrorist organizations from across the world. Included in the course are readings not only from journalists, historians, and policymakers, but also fiction writers. The goal of this course is to give students a well-rounded, comprehensive understanding of one of the most pressing national security issues of our time. |

Please note that this is essentially a workshop class - where students will spend many class periods meeting with one another and the instructor. Students will study not only the structures and processes of the various national security agencies but also will gain an understanding of innovation and what that word means in the context of public institutions and national security. The class concludes with a presentation of each group's solution to the DoD sponsors. |
